Who are outsiders? This is India where 'the freedom of movement' is a fundamental right. Are people of other provinces outsiders when it comes to West Bengal? Are we to understand that we are segregated from the rest of India? If so, why? Is that quite a Constitutional stance? I leave it to you to ponder the imperatives.
