Common people will come forward if any agenda is followed without political intention ..that is quick way to implement... Otherwise takes a long time...Japan showed how they achieved after second would war ...we have to do that

In this way the chain starts whose reaction is bound to follow. We need not be attached to the result of action and so delay action itself.
